CD-R Media Certification

OBJECTIVE: To make CD-R media of independently certified quality available to subscribing IDDA members at a reasonable cost based upon firm procurement commitments.

PROCESS

1.

IDDA prepares draft proposal, submits to members, finalizes after comments received.

2.

IDDA appoints a Program Manager who will administer solicitation and certification.

3.

Media Sciences prepares a CD-R Media Certification Plan based upon ISO/IEC 10149 and Multi-Speed CD-R.

4.

IDDA Program Manager submits program to members requesting approval of Certification Plan, commitments from subscribing members to purchase resulting media (minimum quantity 10,000 over 90 day period), and any recommended suppliers.

5.

IDDA Program Manager prepares bidder list and solicits bids to be received on or before TO BE DETERMINED based upon the following requirements:

a)

Bidder shall submit an F.O.B. unit price for a  quantity of 100,000 80 minute CD-R discs conforming with the CD-R  Media Certification Plan with delivery in shipments of 10,000 or  more over 90 days.

b)

Bidder agrees to accept payment by credit card from each IDDA  subscribing member unless other credit arrangements have been  made.

c)

Upon notification of bid acceptance, bidder agrees to segregate  one lot of 100,000 discs containing unique Lot Date Codes, and to  deliver only from this lot to IDDA subscribing members from a list  provided by the IDDA Program Manager.

d)

Upon notification of bid acceptance, bidder agrees to notify  the IDDA Program Manager of all Lot Date Codes in the 100,000 disc  lot, to provide the Lot Date Code interpretations to the IDDA  Program Manager, to provide the origin (including SID Code) and  number of lines used in the manufacture of the segregated lot, and  to provide TO BE DETERMINED randomly selected samples from each  line in the segregated lot to the IDDA Program Manager. Second sampling will not be permitted. Bidder authorizes release of  conforming test results to subscribing IDDA members.

e)

Each bid shall be accompanied by payment for lot certification  in the amount of TO BE DETERMINED for each line to be used in the  manufacture of the segregated lot.

IDDA Program Manager selects winning bidder after closing date. IDDA Program Manager notifies winning bidder to segregate lot, to notify the Program Manager of all Lot Date Codes in the 100,000 disc lot, to provide the Lot Date Code interpretations to the Program Manager, to provide the origin (including SID Code) and number of lines used in the manufacture of the segregated lot, and to submit TO BE DETERMINED samples from each line in the lot directly to Media Sciences. IDDA Program Manager submits full payment for testing to Media Sciences.

After receiving samples and payment, Media Sciences conducts tests according to CD-R Media Certification Plan and delivers confidential test results to the IDDA Program Manager and to the bidder.

After review of the confidential test results and consultation with both the bidder and Media Sciences, the IDDA Program Manager

a)

either certifies the segregated lot for acceptance,  notifies the bidder, provides bidder with a list of subscribing  members, and releases a test result summary including approved Lot  Date Codes to subscribing members who then release product for  delivery within 90 days in minimum quantities of 10,000, or

 b)

notifies bidder of non-conformance and proceeds with the next  bidder beginning with 6 above. Non-conforming test results should  remain the confidential property of the bidder, and both the IDDA  Program Manager and Media Sciences should guard against any  unauthorized release.

9.

After certification, IDDA Program Manager notifies unsuccessful  bidders and returns their payment for certification.

10.

Each subscribing member received a brief summary of test results. A complete, detailed report with data is available to a member after payment of an administrative fee in the amount of TO BE DETERMINED.
IDDA members should be cautioned that unpredictable results may be obtained using 80 minute discs that are acknowledged to be marginal for track pitch and scanning velocity as specified in the standards.
IDDA members should be advised that they are responsible for many elements of quality such as the recording environment and software, handling, and storage, and should avail themselves of seminars and documentation providing knowledge that allows members to confidently achieve CD-R interchange and longevity.
